  • Submission Period

    All year round

  • Purpose

    Accreditation and/or registration of training centers and entities that provide vocational training for employment in the territorial area of Extremadura and their inclusion in the Registry of Vocational Training Centers and Entities for Employment of the Autonomous Community of Extremadura.

  • Eligible Beneficiaries

    The following training centers and entities that will provide vocational training for employment in the Autonomous Community of Extremadura will be accredited and/or registered in the Registry:
    a) The centers of the Extremadura Public Employment Service, understood as the following, in accordance with the provisions of article 14.2 b) of Law 30/2015, of September 9:
    1. The National Reference Centers owned by the Administration of the Autonomous Community of Extremadura or its autonomous bodies.
    2. Integrated Vocational Training Centers owned by the Autonomous Community of Extremadura or its autonomous bodies.
    3. All other Employment Training Centers dependent on the Extremadura Public Employment Service, which have adequate facilities and equipment to provide vocational training for employment, including their mobile units.
    b) Training centers owned by the Administration of the Autonomous Community of Extremadura or its autonomous bodies, which have adequate facilities and equipment to provide vocational training for employment and whose accreditation and/or registration is authorized by the Extremadura Public Employment Service.
    c) Public entities or companies of the Regional Government of Extremadura, which have adequate facilities and equipment to provide vocational training for employment and whose accreditation and/or registration is authorized by the Extremadura Public Employment Service, as established in the following article.
    d) Public or private training centers and entities that may provide vocational training for employment, including privately owned Integrated Vocational Training Centers.
    e) Companies when, within the framework of the training programmed for their employees, they provide training activities leading to professional certificates with their own means, provided they have adequate resources for this purpose.
    f) Companies that carry out training activities for unemployed workers with a commitment to hiring through their own means, provided they have adequate resources for this purpose.
    g) Entities promoting public employment and training programs, within the framework of the training initiative alternating with employment.

  • Requirements

    For the accreditation and/or registration of training centres and entities in the relevant training speciality or specialities, they must have sufficient facilities and material and human resources to guarantee their technical solvency to provide training, both theoretical and practical, as well as its quality, in accordance with the requirements established in the Royal Decrees regulating each professional certificate and in Royal Decree 34/2008, of 18 January and implementing regulations or in the corresponding training programme for the speciality included in the Catalogue of Training Specialities.
    Training centers and entities must meet the following common requirements:
    a) Have the registered office or business address in Spain or in a Member State of the European Union.
    b) Be registered in the Economic Activities Tax section corresponding to the training activity, unless legally exempted.
    c) Have the capacity to provide vocational training for employment and have the spaces and facilities in which the training is delivered within the Autonomous Community of Extremadura, which have the necessary authorizations to carry out said activity. In the case of private legal entities, the capacity to provide training will be determined by the inclusion of said activity in their corporate purpose.
    Likewise, and regardless of the training they provide, centers and entities must have spaces and facilities that meet the following requirements:
    a) Meet the hygienic, acoustic, habitability, safety and occupational risk prevention conditions required by the current regulations applicable to each subject.
    b) Provide the means to facilitate universal accessibility, so that it does not discriminate against people with disabilities and effectively provides equal opportunities.
    c) Provide toilets and sanitary facilities for men and women in the number and accessibility conditions determined by the applicable technical standards.
    d) Provide common spaces and facilities for the administration, secretarial, staff room, and coordination activities, with a minimum area of 50 square meters, as separate spaces from the classrooms. Exceptionally, for justified reasons, the General Directorate of Employment Training may authorize these spaces and facilities to be located in premises separate from the classrooms.
    Training centers and entities must also meet the following additional requirements:
    a) Own, lease, or have the right to use, for a minimum of two years, and have the time and schedule availability of the property, facilities, workshops, or practice fields required for accreditation or, where applicable, registration. Centers and entities that do not have these facilities due to the nature of the facility requirements for the practical part of the training may be accredited and/or registered provided they provide the corresponding commitment to the availability of said facilities.
    b) Own, lease or have the right to use and have available the training equipment and supplies, as well as the number of utensils, machines and tools specified in the annexes of the corresponding Royal Decrees regulating the specialties aimed at obtaining professional certificates or in the section relating to the equipment of training programs, in the case of specialties not aimed at obtaining professional certificates.
    In any case, the number of units of utensils, machines, and tools that must be available must be sufficient to meet at least the number of students proposed for the corresponding training activity.
    c) One classroom per specialty will be required, except for those specialties that, even if they are from different professional families, can be taught using the same resources. In any case, two or more specialties cannot be taught at the same time in the same classroom.
    A center or entity may not register for fewer than 10 students or more than 25 in each training specialty. In the case of accreditation, the lower limit will be 15 students.
    In each in-person training specialty, a maximum teacher/student ratio of 1:25 will be maintained.
    In any case, the dimensions of classrooms, workshops, or facilities where theoretical or practical training is provided, in person, unless the training programs associated with the training specialty provide otherwise, will be proportional to the dimensions established for groups of 15 students.
    d) Spaces or facilities that are part of an accredited and/or registered center or entity may not simultaneously be part of any other accredited and/or registered center or entity, except in the case of temporary accreditations and/or registrations, subject to the execution of certain vocational training actions or projects for employment.
    e) Agree to have expert trainers in the training specialty in question at the beginning of the training action and provide documentary evidence of their training and professional and teaching experience.
    f) Have, where applicable, authorization issued by the competent Public Administration that enables them to provide training in those specialties that require it.
    Exceptionally, some of the requirements set forth in this section may be waived when, due to the method of delivery, the characteristics of the training specialties, or other duly justified reasons, they are not relevant for accreditation and/or registration.
    The aforementioned exemption will be granted by resolution of the General Directorate of Employment Training, at the request of the interested training center or entity.

  • Required Documentation

    The following documentation, in original or copy, must be submitted with the applications:
    a) Identity document, in the case of natural persons, or the entity's tax identification number, in the case of legal persons, and the identity document of the person acting on behalf of and representing the requesting legal person, when authorization for its verification ex officio has been expressly denied by the competent body, in accordance with the identification data held in its files, databases or other documentary funds or through the services offered by the Ministry providing the Identity Data Verification System (SVDI).
    b) In the case of legal entities, sufficient power of attorney that accredits the representative powers of the signatory of the application to act on behalf of the requesting entity, unless obtaining a simple copy of the power of attorney is authorized, indicating the Secure Verification Code (CSV), in which case, the verification will be carried out by the investigating body.
    c) In the case of a legal entity, a copy of the public deed or incorporation document and, where applicable, of any subsequent documents amending the above, which certify the legal personality, corporate purpose (which must include vocational training for employment), and the composition and ownership of the representative bodies, when authorization for their verification ex officio has been expressly denied by the competent body, through corporate networks, consultation of data intermediation platforms or other electronic systems enabled for this purpose. The presentation of these documents is exempt from public administrations or entities.
    d) Registration for the Economic Activities Tax (IAE) under the training heading at the address where the training center is located or, where applicable, proof of exemption from said tax.
    e) Accreditation of sufficient management resources for connection to the computer applications of the control bodies and Internet access.
    f) Updated and approved technical plan (scale 1:100) of spaces and facilities subject to accreditation, with the identification of the common spaces and those associated with each training specialty requested, signed by a competent registered technician in the matter.
    g) Authorization from the competent Administration to carry out the activity as a training center or the authorization corresponding to its main activity in the case of training entities or centers that request accreditation to provide training through distance learning or in a mixed modality.
    h) Document proving ownership, lease or right of use, for a minimum period of two years, of the property, facilities, workshops or practice fields of the training center or entity subject to accreditation.
    i) Document proving ownership, leasing or right to use the training equipment and facilities, as well as the number of utensils, machines and tools specified in the annexes of the corresponding royal decrees regulating the specialties aimed at obtaining professional certificates or in the section relating to the equipment of the training programs, in the case of specialties not aimed at obtaining professional certificates.
    j) Responsible declaration by the applicant, committing to having, at the beginning of the training action, trainers who meet the requirements and prescriptions.
    k) Where applicable, authorization or documentation proving compliance with the requirements demanded by competent public or private organizations to carry out the training activity in the training specialties required.
    In the case of an accreditation request to provide training through the distance learning modality, the documents indicated in letters a), b), c) and d) above must be submitted, as well as the following supporting documentation referring to each training specialty, in accordance with the provisions of Order ESS/1897/2013, of October 10, or the regulation that replaces it.
    g) Authorization from the competent Administration to carry out the activity as a training center or the authorization corresponding to its main activity in the case of training entities or centers that request accreditation to provide training through distance learning or in a mixed modality.
    h) Document proving ownership, lease or right of use, for a minimum period of two years, of the property, facilities, workshops or practice fields of the training center or entity subject to accreditation.
    i) Document proving ownership, leasing or right to use the training equipment and facilities, as well as the number of utensils, machines and tools specified in the annexes of the corresponding royal decrees regulating the specialties aimed at obtaining professional certificates or in the section relating to the equipment of the training programs, in the case of specialties not aimed at obtaining professional certificates.
    j) Responsible declaration by the applicant, committing to having, at the beginning of the training action, trainers who meet the requirements and prescriptions.
    k) Where applicable, authorization or documentation proving compliance with the requirements demanded by competent public or private organizations to carry out the training activity in the training specialties required.
    In the case of an accreditation request to provide training through the distance learning modality, the documents indicated in letters a), b), c) and d) above must be submitted, as well as the following supporting documentation referring to each training specialty, in accordance with the provisions of Order ESS/1897/2013, of October 10, or the regulation that replaces it.
    a) Training project.
    b) Student guide.
    c) Tutor-trainer guide.
    d) Document proving ownership, lease or right to use the property, facilities, workshops or practice fields of the training center or entity where the in-person sessions will be held.
    In the event that agreements or arrangements are made with other centers already accredited for in-person teaching, the collaboration agreement or arrangement must contain, at a minimum, the following details:
    -Definition of the object of the collaboration.
    -Identification of the training centers and entities that have signed the agreement, detailing in all cases their registration number as an accredited center in the Registry.
    -Indication of the facilities and equipment covered by the agreement, their capacity and location.
    -Duration and validity of the collaboration agreement.
    -The training center with which the sessions requiring the physical presence of students are agreed upon is required to undergo the planned verification and control procedures.
    e) Declaration of responsibility from the applicant, undertaking to have, at the start of the training activity, tutor trainers who meet the established requirements and prescriptions. This declaration will be accepted as a substitute for the supporting documents for said prescriptions; the applicant must have them available from the start of the training and provide documentary evidence of the accuracy of the data contained in the aforementioned declaration when so requested by the Directorate General for Training for Employment.

    El proceso para solicitar participar en el procedimiento consta básicamente de dos pasos:

    1. Registro del participante, con usuario y contraseña, en la plataforma web de gestión del procedimiento. Este paso es imprescindible para acceder al modelo de solicitud y cumplimentar el mismo. No se admitirán solicitudes que no hayan sido generadas en la forma indicada.
    2. Registro administrativo de la solicitud debidamente cumplimentada, que podrá realizar mediante dos vías:
      • A través de la plataforma web, para lo que deberá disponer de certificado electrónico y autofirma.
      • A través de las oficinas de registro.

    La documentación que acompañe a la solicitud podrá adjuntarse en la plataforma web o bien en las oficinas de registro.
